21世纪海上丝绸之路沿线港口城市的功能类型与生命周期

Port-city relationship and life cycle of port cities along the Maritime Silk Road

摘要:

港城互动贯穿于港口城市发展演化的全过程,是港口城市发展的主线。利用全球集装箱吞吐量数据和联合国经济与社会部人口署官网的人口数据,以1995—2015年全球集装箱吞吐量排名前100的海上丝绸之路沿线港口城市为研究对象,基于相对集中指数、港口与城市功能组合模型等,分析沿线港口城市的港城功能关系特征与演变规律,探讨海上丝绸之路沿线港口城市的生命周期。研究发现:(1)海上丝绸之路沿线地区的港城功能关系类型多样,5种类型占比稳定,仅16.1%的城市处于平衡状态;(2)沿线港口城市演化分为相对集中指数(RCI)上升型、下降型和稳定型,上海、青岛和安特卫普等港口城市的RCI值不断上升,主要位于中国沿海和西欧,从以城市功能为主进入港城平衡或以港口功能为主,新加坡、香港和迪拜等港口城市的RCI值不断下降,港口功能强于其城市功能,汉堡和林查班等RCI稳定型港口城市主要位于东南亚及欧洲,港口规模与城市规模同步增长;(3)不同类型的港口城市处在港口生命周期的不同阶段,分为生长期、发展期、成熟期和停滞期。对海上丝绸之路沿线港口城市的功能类型和生命周期进行研究,可以为我国下一步港口战略投资提供借鉴。

Abstract:

The interaction between port and city exists in the whole process of port city development and evolution, and is the focus of port city development. This paper uses container throughput data and population data from the United Nations department of economic and social affairs. Based on the relative concentration index (RCI) and port-city relationships matrix, this paper analyzes the characteristics and evolution of the port-city functional relationship and discusses the life cycle in the port city along the Maritime Silk Road, which ranked the top 100 in global container throughput from 1995 to 2015. Results show that:(1) Port-city relationship in the port city along the Maritime Silk Road has all combination types. The proportion of the five types is stable, but the development is not balanced, only 16.1% of the cities are in a balanced state. (2) According to the evolution of port cities, RCI can be divided into rising type, falling type and stable type, and most of them span multiple stages of development. The RCI of port cities such as Shanghai, Qingdao and Antwerp have been rising, mainly located on the coast of China and Western Europe. Port cities such as Singapore, Hong Kong and Dubai have been falling, and the port more functional than city. Meanwhile, the stable type is mainly located in Southeast Asia and Europe, such as Hamburg and Laem Chabang. (3) Different types of port cities are in different stages of port life cycle, which can be divided into growth period, development period, maturity period and stagnation period. This paper analyzes the port-city relationship, functional types, and life cycles of port cities along the Maritime Silk Road, which can provide a reference for China's future port strategic investment.
