数字地缘经济时代的到来——兼论数字地缘经济的空间分析框架与研究路径

摘要:

全球数字化革命被视作正在经历的第四次工业革命,而随着中美贸易战、俄乌冲突等热点问题数字化程度越来越深,全球大国对数字空间的探索及围绕数字空间的博弈也日趋激烈,数字地缘经济时代已经到来。本文对数字地缘经济空间这一新兴领域进行系统解析:首先,基于传统地缘政治的权力和空间互动逻辑,以及世界各国围绕“数据”这一新兴生产资料的运用逻辑,对数字地缘经济的概念进行解析。其次,梳理了数字地缘经济的重要议题,在数字权力层面,包括数字主权与数据要素的争夺,以及科技巨头公司与数字技术的重要性日益提高,并梳理了中国的数字丝绸之路;在数字空间层面,包括数字技术设施、数字贸易与数字地缘经济话语权的争夺。最后,基于地缘政治与地缘经济相互纠缠、数字权力与数字空间等理论的探索,提出数字地缘经济的分析框架与研究路径:物质性空间、流动性空间和意识性空间构成数字地缘经济的空间分析体系;选取数字基础设施、基于数字贸易的地缘经济关系、数字地缘经济话语3个具象化空间来探究其空间格局。本文为地理学走向数字空间及其后续研究提供借鉴参考。

Abstract:

The global digital revolution, widely acknowledged as the Fourth Industrial Revolution, is continuously deepening against the backdrop of pressing issues. Major global powers are increasingly intensifying their exploration and competition within the digital realm, marking the advent of the digital geoeconomics era. This paper provides a systematic analysis of the emerging field of digital geoeconomic space. Firstly, it elucidates the concept of digital geoeconomics based on the power and spatial interaction logic inherent in traditional geopolitics, as well as the interactions among nation-states centering on "data" as a new means of production. Secondly, it examines key topics within digital geoeconomics, including competition over digital sovereignty and data elements at the level of digital rights, the growing significance of technology giants and core digital technologies, and China's "Digital Silk Road" initiative. Finally, building on a theoretical exploration of the entanglement between geopolitics and geo-economy, along with an analysis of digital power and digital space, this paper proposes a three-dimensional analytical framework for digital geoeconomics, comprising material space, flow space, and discursive space. It analyzes the spatial pattern of the digital geo-economy through three concrete dimensions: digital infrastructure, digitally mediated geo-economic relations, and digital geo-economic discourse, thereby offering insights into geography's engagement with digital space and suggesting pathways for future research.
