健康投入效率国际比较及影响因素分析

摘要: 科学评价我国的健康投入效率对于建设健康中国具有重要意义。运用DEA方法测算1997-2015年59个国家的健康投入效率并刻画世界发展格局,揭示我国健康投入效率的发展现状和发展规律,进而利用面板Tobit模型找出影响效率的社会经济因素。结果表明:我国的健康投入转化纯技术效率较低,规模效率处于中等水平,两者交互作用导致综合技术效率较低,且没有明显的发展速度优势;规模效率相对纯技术效率呈现U型曲线特征;创新能力、服务业生产力、收入差距、自然环境质量和人口规模等社会经济变量是造成这种效率水平的主要原因。

 

Abstract: It’s very important to evaluate efficiency of health investment scientifically for building the Healthy China. The method of DEA was used to measure the efficiency of health investment in 59 countries from 1997 to 2015. On the basis, the development pattern of the world was portrayed, and the result showed the development status and development law of the efficiency of health investment in China. After that, panel Tobit model was used to find the social and economic factors those affect the efficiency. The results firstly show that the pure technical efficiency of health investment of China is low, and the scale efficiency gets middling rankings. The interaction between them leads to a low level of comprehensive technology efficiency. The development speed of comprehensive technology efficiency is low. Secondly, the scale efficiency of China presents a U-shaped curve relative to the pure technical efficiency. Thirdly, innovation capacity, service industry productivity, income gap, natural environment quality and population affect the efficiency of health investment.
