健康产业集群发展的国际经验及对中国的启示

Research on International Experiences of Healthcare Industry and Its Reference

摘要: 借鉴发达国家健康产业集群发展的国际经验,对我国健康产业集群发展尤为重要,本文首先通过分析中国三大典型健康产业集群的发展特征总结了目前健康产业集群发展存在的基本问题,再围绕美国纳什维尔和迪拜两大成熟健康产业集群模式,对这两大集群的发展经验、产业内部上下游结构,尤其是集群内部研发环节-核心环节-支持环节三者之间的相互作用进行了深入分析。研究发现:(1)研发环节-核心环节-支持环节三者相互之间良性循环是健康产业集群发展的关键所在,两大产业集群内部产业体系全面涵盖上述三大环节并且互相支撑,呈现体系化的发展态势。只有这三个环节的定位形成一个彼此协调的发展体系,才能够保证健康产业集聚集群的快速、有序发展。(2)健康产业集群的发展尤其应当重视研发环节的投入,推动产业组织与高等教育机构之间的研究合作,以及本地区健康产业人才的培养。(3)政府对健康产业的介入应当审慎结合产业发展情况,对于那些原始发展基础已经非常好的地区,政府应当以辅助支撑为主,避免直接干预和市场扭曲;而对于本区域健康产业尚处于培育、转型阶段的地区,政府应当更多进行直接管理和规划,避免市场不良竞争和不确定性带来的风险。

Abstract: It is critical to learn exceptional experiences from world leading healthcare industry clusters to foster their development in China. This research centers on how Nashville Healthcare Industry Cluster and Dubai Healthcare City, the two prominent exemplars of healthcare industry clusters, grows and develops. From their development history and present achievements, we draw three meaningful references to the development of healthcare industry cluster here in China. There are three major findings in this research. Firstly, a smooth interaction and close cooperation among three sectors, namely the R&D sector, the core sector and the supporting sector in one healthcare industry cluster, is fundamental for long-term growth. Secondly, there should be a sustainable emphasis on and devotion to the investment of the R&D sector since this is the only way to gain a unique edge for one healthcare industry cluster. It should foster the cooperation between firms and universities as well as research institutions. At last, the governments’ attitude toward the development of healthcare industry cluster should be in measurement with the previous resource of this region. In more advanced regions, governments should act as a helper. For regions that lack a sound development background, the government had better behave more as a planner as well as a helper.
