长三角空间一体化的多元发展路径与驱动机制研究

摘要：

基于中国区域一体化的政策发展背景，聚焦于长三角区域一体化战略，提出空间是政府力与市场力复杂交织的结果。从主导事权、用益物权、空间产权三个要素特征的角度建构区域一体化驱动力的分析框架，并对沪浙边界平湖园、嘉善园两个产业园区展开实证研究，结果表明：①自上而下的政策制定与区域发展战略在行政与市场主导模式下均起到关键作用；②行政主导区域一体化可以通过政府间合作为本地发展争取到更多的优势资源；③市场主导区域一体化通过制度策略创新提升了园区的发展效率；④行政主导与市场主导是区域一体化议程中的工具路径，城市发展的路径选择需要结合本地资源禀赋与发展需求；⑤未来结合行政手段对公平的保障以及市场手段对效率的优化是推进长三角高质量一体化发展的关键。

Abstract:

This article analyzes the driving forces of regional integration with existing literature elaborating the causation of it, and argues that state-led and market-led approaches are two diversified approaches of regional integration. Through context analysis of China's regional integration denoted by rapid urbanization, this article proposed that the spatial outcome of regional integration results from the interweaving relations of administrative forces and the market ones. Based on this argument, this paper contextualizes the driving forces of regional integration through jurisdictional power, property rights and spatial ownership to give clarity for the variegated integrated approaches, and conducted empirical research on two industrial parks on the Shanghai-Zhejiang border, the Pinghu Park and the Jiashan Park. Main findings are as follows: (1) the top-down policy formulation is essential to both state-led and market-led approaches; (2) state-led approaches gain access to external resources from intergovernmental collaboration; and (3) market-led approaches aid in improvement upon developmental efficiency. Finally, this article concludes the approach that the locales choose lies in the socioeconomic backdrop and development visions for the city. Combining equality that state-led approaches secure and efficiency that market-led approach facilitate is key to elevate Yangtze River Delta regional integration agenda as a national strategy.
