“软权力”视角下中美解决朝核问题的新路径

Thought on China-US settlement of Korean nuclear issue from the perspective of "soft power"

摘要: 国际社会在解决朝核问题上往往忽视朝鲜的政治和安全诉求,始终展现以震慑和制裁为主的“硬力量”迫使朝鲜“弃核”。“软权力”视角分析认为:朝鲜半岛的战争状态是朝核问题的根源,也是朝鲜“拥核”或“弃核”的根本出发点;中美两国虽然都致力于朝鲜半岛无核化,但在目标、手段以及程度上分歧较大,妥善处理中美在朝核问题上的分歧是未来两国合作的关键;虽然目前朝鲜半岛局势有所缓和,但朝鲜积极落实“七届三中”全会决议要求仍然需要国际社会的多边协调和共同努力。

Abstract: Joseph Nye emphasized that all countries should pay attention to the status of political agenda and diplomatic strategy in solving international problems, while the international community is always ignoring the political and security demands of North Korea in solving the DPRK nuclear issue, and the "hard power", which is dominated by deterrence and sanction, forces North Korea to "abandon its core". Based on the analysis of "soft power", this paper argues that: The state of war on the Korean peninsula is the root the DPRK nuclear issue and the basic starting point of North Korea's "owning nuclear weapon" or "abandon nuclear weapon". Although both countries are committed to the denuclearization of the Korean peninsula, they differ significantly in their objectives, means and extent. To properly handle the differences between China and the DPRK on the nuclear issue is the key to future cooperation between the two countries. However, the DPRK’s active implementation of the resolutions of the "The Third Plenary Session of the 7th CPC Central Committee" still requires multilateral coordination and joint efforts of the international community.
