Abstract: Constructing the evaluation system on energy consumption in tourism industry is an urgent scientific problem on the energy saving and emission reduction in destination. Firstly, this paper defines the concept of energy consumption of tourism industry and introduces the basic connotation of the theory of resource flow. Secondly, use of resources flow theory, analysis of the energy in the regional tourism system of horizontal flow and vertical flow, from the process of energy production and transportation, energy consumption process, energy consumption after the three aspects of the effect of process analysis of tourism industry energy consumption flow process. Thirdly, the definition of the principle, the geographical scope, the three aspects of the scope of industry to define the tourism industry's energy consumption evaluation system boundaries. Finally, the framework of energy consumption evaluation of tourism destination is designed, and the evaluation system of energy consumption is constructed from two aspects of direct energy consumption and indirect energy consumption.
