“海洋命运共同体”理念视野下的当代中国海权功能

The function of contemporary China's Seapower from the perspective of the concept of "the Maritime Community with a Shared Future"

摘要:

进入后冷战时代以后,海洋作为交通要道、资源宝库,其战略地位不断上升,但海洋治理问题也日益突出。中国作为陆海复合型的大国,经济基础对海外贸易、海外市场、海外的原材料及能源的依赖越来越明显。与此同时,中国海权观念也得以发展,中国的海权功能得以拓展。笔者认为,中国海权的功能总共有8个:军事功能、政治功能、经济功能、警察功能、科技功能、文化功能、外交功能和法律功能。军事功能的运用可以实现海洋领域的和平,还能制止某些不负责任的国家通过海洋使用暴力达成其目标或者在解决海洋事务问题上以武力相威胁;政治功能的运用有利于构建公平、合理、公正的国际海洋新秩序;经济功能的运用有助于帮助各国一起发展经济;警察功能的运用是为“海洋命运共同体”框架下提供海上公共安全产品的行为;科技功能的运用使得人类更好地了解海洋、保护海洋;法律功能的运用有利于现代海洋争端的解决;文化功能的运用有利于“海洋命运共同体”的核心理念广泛传播;外交功能的运用有利于“海洋命运共同体”中的各国可以提高信任水平,并在至关重要的海洋安全领域逐步开展合作。总体来说,当代中国海权的开发与运用对于“海洋命运共同体”的实施与推进具有重大意义。

Abstract:

After entering the post-Cold War era in the history of international relations, the ocean, as a major transportation route and a treasure trove of resources, has an increasing strategic position. At a time when global governance has increasingly become a core issue of international politics, the governance of the ocean, the largest public space on the earth's surface, has become increasingly prominent. Due to the deepening of complex interdependence, especially the increasing dependence of the economic foundation on overseas trade and overseas markets, raw materials and energy, China, as a land-sea composite power, has more and more obvious maritime attributes. It began to focus on the issue of ocean governance and proposed the concept of "a maritime community with a shared future". At the same time, the concept of China's sea power has also been developed, and the function of China's sea power has been expanded. The author claims that there are eight functions of China's sea power: military function, political function, economic function, police function, scientific and technological function, cultural function, diplomatic function, and legal function. These expansions not only enrich China's sea power theory, but also increase China's choices in using sea power to serve national strategies and national interests and provide means for building " a maritime community with a shared future".
