Abstract:

Global marine transport pollution is a hot issue of international concern in recent years. This paper comprehensively analyzes the current situation of the global international cooperation governance system for marine transport pollution, and finds that it main problems. Therefore, the role of the "21st Century Maritime Silk Road" in solving the problems of the current cooperative governance system is further studied, and the coordinated management system of maritime pollution of the "Maritime Silk Road" is constructed based on this, and the basic structure and basic scheme of the system are specifically explained. At the same time, in order to ensure the long-term effective implementation of the system and timely adjustment and improvement, a corresponding implementation effect evaluation mechanism has been established. The construction of the "Maritime Silk Road" maritime pollution collaborative control system provides a new direction for the current global marine transport pollution control, and the demonstration results of the pilot test will also provide experience reference for the reshaping of the current global marine transport pollution cooperative governance system.

全球海洋运输污染是近年来国际社会关注的热点问题。本文全面分析了全球性海洋运输污染国际合作治理体系的现状，发现其存在国际合作关系稳定性不足、合作治理体系结构失衡、治理内容不完善等问题。在此基础上，进一步研究探讨了“21世纪海上丝绸之路”对解决当前合作治理体系问题的作用，并构建了“21世纪海上丝绸之路”海运污染协同治理体系，说明了体系的基本架构和基本方案。同时，为保障该体系的长期有效实施，建立了相应的实施效果评估机制。“21世纪海上丝绸之路”海运污染协同治理体系的构建为当前全球海洋运输污染治理提供了新的方向。
