Abstract: Now the Asia Pacific region has become the focus of the development of cruise industry of the world, the construction and development of China's cruise port showing a positive trend of the hitherto unknown. The international experience shows that as a special port city, estuarine harbor city has many advantages for the development of cruise economy, such as history and culture of a city, the rich unique tourism resources and products, mature water and land transport hub, developed related industry and comprehensive service. The study uses the SWOT- PEST analysis method, analyzed condition of cruise economy development of Nanjing that is the typical estuary port city in our country. And the response countermeasures of major constraints are discussed, which are about cruise terminal and service facilities conditions, soft environment of policies and culture, regional port competition. Therefore, the development pattern of Nanjing cruise economy is put forward, which is that Nanjing cruise economy should highlight the characteristics of the estuary harbor, select integrated "Cruise City" development model and government-led multi-management operations and focus on the strategic development of the industrial and port alliances.

摘要： 当前亚太地区成为世界邮轮产业发展的重心，我国邮轮港口的建设和发展呈现出前所未有的积极态势。诸多国际经验表明，作为特殊的海港城市——河口海港城市具有发展邮轮经济所依赖的城市悠久的历史与文化、独特的旅游资源和产品、成熟的水陆交通的枢纽和发达相关产业和综合服务等方面的优势。本研究运用SWOT- PEST分析方法，对我国典型的河口海港城市南京发展邮轮经济的条件进行了深入分析，探讨了其邮轮码头及配套服务设施条件、政策文化和产品等软环境、区域港口竞争等主要约束的响应对策，从而提出南京邮轮经济的发展应凸显河口海港的特色，选择综合 “邮轮城”发展模式，政府主导的多元经营的管理方式，并注重产业和港口联盟等发展的策略。
