摘要:

中国与巴布亚新几内亚开展渔业合作十分必要,这主要由巴布亚新几内亚渔获市场广阔、双方有关战略的实施、海上通道安全保障的需要以及相关国际力量的变化所决定。同时,中国与巴布亚新几内亚开展渔业合作具有可行性,既有理论依据和法理基础,又有官方共识与实践基础。对此,中国与巴布亚新几内亚应在认清有关挑战的基础上,通过扩大渔业合作经费来源、完善渔业合作机制法律、夯实渔业合作力量支持、提供渔业治理中国方案等方面加快合作步伐。

Abstract:

It is necessary carrying out fishery cooperation between China and Papua New Guinea. This is mainly due to the broad market for Papua New Guinea's fish that attracts fishery cooperation, the implementation of the national strategies of both sides requiring in-depth fishery cooperation, the safe sea passages requiring the strengthening of fishery cooperation, and changes in international forces increase fishery cooperation opportunity. Meanwhile, carrying out fishery cooperation between China and Papua New Guinea is highly feasible, which has theoretical basis and legal basis, and has cognitive consensus and practical results. In this regard, China and Papua New Guinea should recognize the relevant challenges, and speed up the pace of cooperation by expanding the sources funding for fishery cooperation, improving the mechanism and law for fishery cooperation, consolidating the support forces for fishery cooperation, providing the governance plans for fisheries governance, and cultivating successful models for fishery cooperation.
