云南省九大高原湖泊流域“三生空间”冲突诊断与优化研究

Abstract:

The identification of potential land-use conflicts is an effective means to prevent and resolve future land-use conflicts. It plays an important role in optimizing the coordinating the development of "production-living-ecological space". The "production-living-ecological" spatial suitability evaluation model and potential land use conflict identification matrix were constructed to carry out the "production-living-ecological" spatial conflict diagnosis in the Nine Plateau Lake Basins in Yunnan Province, and the "production-living-ecological" spatial function zoning optimization suggestions were proposed. The research shows that : ①There are significant differences in the spatial suitability area of "production-living-ecological" in the Nine Plateau Lake Basins in Yunnan Province. The most-suitable and unsuitable production space accounted for 18.33% and 19.86% respectively. The proportion of the most suitable and unsuitable living space was 9.28% and 46.08% respectively. The most suitable and unsuitable proportions of ecological space were 29.32% and 14.01% respectively. ②There is 34.95% of the Nine Plateau Lake Basins in Yunnan Province have the risk of conflict, and the conflict level is mainly moderate, accounting for 43.76% of the conflict areas, which is distributed in all basins. The area of intense conflict is 405.46 km2, accounting for 17.24% of the conflict area. The preponderant area of "production-living-ecological" accounted for 65.05%, which was in an absolute dominant position; ③The land spatial pattern optimization zoning of the Nine Plateau Lake Basins in Yunnan Province can be divided into priority development areas (13.99%), moderate development areas (26.65%), protection areas (30.03%) and key protection areas (29.33%) . The results can be used as a reference for the government to optimize and adjust the "Two zones and Three lines" of the Nine Plateau Lake Basins in Yunnan Province.

摘要:

开展区域潜在土地利用冲突识别是预防和破解区域未来发生土地利用冲突的有效手段,对优化区域国土空间格局、协调发展“三生空间”具有重要作用。本研究通过构建“三生空间”适宜性评价模型与潜在土地利用冲突识别矩阵,对云南省九大高原湖泊流域的“三生空间”冲突进行诊断,并提出优化建议。研究表明:①云南省九大高原湖泊流域的“三生空间”适宜性面积构成差异显著。生产空间最适宜、不适宜占比分别为18.33%、19.86%;生活空间最适宜、不适宜占比分别为9.28%、46.08%;生态空间最适宜性、不适宜占比分别为29.32%、14.01%;②云南省九大高原湖泊流域34.95%的区域有发生冲突的风险,冲突等级以中度冲突为主,占冲突区域的43.76%,在各流域均有分布;冲突激烈区面积为405.46km2,占冲突区域的17.24%;“三生”优势区面积占比为65.05%,处于绝对优势地位;③云南省九大高原湖泊流域国土空间格局优化分区可分为优先发展区(13.99%)、适度发展区(26.65%)、一般保护区(30.03%)和重点保护区(29.33%)。研究结果可供政府相关部门优化调整云南省九大高原湖泊流域“两区三线”参考。
