Abstract:

The Pacific Islands region is an important area for maritime engagement in the US Indo-Pacific strategy. In the context of intensified great power competition and the rise of the "Global South", based on the US government's "National Security Strategy", "Indo-Pacific Strategy Report", "Pacific Partnership Strategy" and other reports, analyze the practice, motivations, limits and impacts of maritime engagement between the United States and Pacific island countries from multiple subjects and aspects. Research shows that: ① Since the United States implemented the "Indo-Pacific Strategy", it has significantly strengthened maritime engagement with Pacific island countries, and their relations in many fields have reached unprecedented high levels. ② The driving factors for the United States to strengthen maritime engagement with Pacific island countries can be attributed to the prominent maritime strategic significance of Pacific island countries, the United States' maintenance of regional leadership, its vigilance towards the deepening of relations between China and Pacific island countries, and the Biden administration's emphasis on climate change and the Pacific island countries' own needs. ③ However, Pacific island countries have their own interests to consider. Maritime engagement between the United States and Pacific island countries still has certain limitations. The strengthening of maritime engagement between the United States and Pacific island countries will have important impacts on China's relations with Pacific island countries, the construction of the "21st Century Maritime Silk Road", maritime activities, and regional situations.

太平洋岛国是美国印太战略中开展海洋接触的重要区域。在大国博弈加剧以及“全球南方”崛起的背景下，有必要基于美国政府发布的《国家安全战略》《印太战略报告》《太平洋伙伴关系战略》等报告，从多元主体、多个方面对美国同太平洋岛国海洋接触的实践、动因、限度以及影响进行分析。研究表明：①自美国推行“印太战略”以来，显著增强同太平洋岛国的海洋接触，在多领域关系达到前所未有的水平。②美国同太平洋岛国加强海洋接触的驱动因素可以归结于太平洋岛国海洋战略意义突出、美国维护地区领导力、对中国与太平洋岛国关系深化的警惕、拜登政府重视气候变化及太平洋岛国自身需求等方面。③受限于太平洋岛国的自身利益考量，美国与太平洋岛国之间的海洋接触仍存在一定的限度。美国同太平洋岛国加强海洋接触对于中国同太平洋岛国关系、“21世纪海上丝绸之路”建设、海洋活动以及地区形势都产生深远影响。
