面向SDGs的可持续发展水平测度及协同权衡效应研究——以湖南省为例

Abstract:

Comprehensive and systematic assessment of sustainable development level is of great significance for promoting the realization of sustainable development goals and high-quality development in China. Based on the localized indicator system for the United Nations 2030 Sustainable Development Goals, this study evaluates the integrated level of sustainable development as well as the development of the three subsystems of economy, society and environment in Hunan Province from 2011 to 2020, and analyzes the coupling coordination degree of the sustainable development subsystems, dynamic evolution, regional differences, and influencing factors in Hunan Province using the coupling degree of coordination model, the kernel density estimation, the Dagum Gini coefficient, and the gray correlation degree analysis. Finally, the synergy and trade-off effects between different indicators of sustainable development were investigated using the Spearman correlation coefficient. The study indicates that the integrated level of sustainable development of all prefectural-level cities in Hunan Province presents a positive trend, but there are differences among different regions, and the overall spatial pattern of "high in the east and low in the west" is displayed; Inter-regional differences are the main source of uneven sustainable development in Hunan Province; The impact of different indicators on the integrated level of sustainable development of each prefecture-level city shows obvious differences, and there are complex interactions between the indicators, and there are both synergies and trade-offs between the indicators in Changsha City. The research results can provide scientific basis for Hunan Province to improve its sustainable development capability and realize high-quality development.

摘要:

全面系统地评估可持续发展水平,对推动中国实现可持续发展目标和高质量发展具有重要意义。本文构建面向联合国2030可持续发展目标的本地化指标体系,对湖南省各市州2011—2020年的可持续发展综合水平,以及经济、社会和环境3个子系统的发展情况进行评估。同时,运用耦合协调度模型、核密度估计、Dagum基尼系数和灰色关联度分析,对各市州可持续发展子系统的耦合协调程度、动态演进、区域差异以及影响因素进行了分析,最后使用Spearman相关系数研究了可持续发展不同指标间的协同和权衡效应。研究表明,湖南省各市州可持续发展综合水平呈现向好态势,但各地区发展存在差异,总体呈现“东高西低”的空间格局;区域间差异是湖南省可持续发展不均衡的主要来源。此外,不同指标对各市州可持续发展综合水平的影响表现出明显的差异,且指标之间存在复杂的相互作用,其中长沙市各SDGs指标间同时存在协同和权衡效应。研究结果可为湖南省提升可持续发展能力和实现高质量发展提供科学依据。
