“双碳”目标下减污降碳与经济高质量发展的协同机理与实证探讨

Abstract:

The coordinated development of " double carbon goal " and " double cycle strategy " are important starting point for realizing ecological green and low-carbon transformation, and high-quality economic development. Taking China 's coastal urban agglomerations as an example, the comprehensive index system of synergistic effect of pollution reduction and carbon reduction and high-quality economic development is constructed respectively. The comprehensive evaluation model, coupling coordination degree model and GWTR model are used to measure the relationship and driving factors between synergistic effect of pollution reduction and carbon reduction and high-quality economic development in China 's three coastal urban agglomerations from 2010 to 2019. The results show that : ① the comprehensive development level of pollution reduction and carbon reduction and high quality shows an overall growth trend; the overall level of synergistic effect of pollution reduction and carbon reduction of Yangtze River Delta urban agglomeration is better than Pearl River Delta and Beijing-Tianjin-Hebei urban agglomeration. The overall level of comprehensive development among cities within the urban agglomeration is high, but the regional differences are significant. ② From the perspective of synergy, the coordination level entered into the primary coordination level during the study period, and finally evolved into the intermediate coordination level; the spatial characteristics are characterized by the development of cities with higher administrative levels such as municipalities and provincial capitals.③Government capacity, science and technology level, urbanization level and marketization level have an important impact on the coupling relationship, and spatial disturbance has a significant impact on the coupling coordination level of the two systems. The level of economic development is the main factor affecting the coupling and coordination between pollution reduction and carbon reduction and high-quality economic development. Strong scientific and technological capabilities promote the coordination between pollution reduction and carbon reduction and high-quality economic development in urban agglomerations year by year.

摘要:

“双碳目标”与“双循环战略”统筹发展是实现生态绿色低碳转型的重要抓手,也是经济高质量发展的重要载体。基于减污降碳协同增效与经济高质量发展的内在要求,探讨减污降碳与经济高质量发展之间的协同机理,并以中国沿海城市群为案例,分别构建减污降碳协同增效和经济高质量发展综合指标体系,运用综合评价模型、耦合协调度模型和GWTR模型,测度2010—2019年中国沿海三大城市群减污降碳协同增效与经济高质量协同发展的关系及驱动因素。结果发现:①减污降碳和高质量综合发展水平总体呈现增长态势;长三角城市群的减污降碳协同增效综合水平整体上优于珠三角、京津冀城市群;城市群内部各城市间综合发展水平整体较高,但区域间差异显著。②从协同关系看,研究期间均由勉强协调水平进入初级协调水平,最终演变为中级协调水平;空间上呈现以直辖市、省会城市等行政级别较高的城市为中心连片发展的特点。③协同驱动因素中政府能力、科技水平、城镇化水平、市场化水平对耦合关系产生重要影响,同时空间扰动作用对城市群两系统的耦合协调水平影响显著;经济发展水平是减污降碳与经济高质量发展耦合协调的主要影响因素,强大的科技能力促进二者的协调度逐年上升。
